PUBLIC NOTICE
NOTICE IS HEREBY GIVEN that the Board of Supervisors of Howe Township, Perry County, Pennsylvania, will conduct a PUBLIC HEARING to hear public comment with regard to the proposed Subdivision and Land Development Ordinance, amending and restating the current Township Subdivision and Land Development Ordinance for Howe Township, in accordance with the Pennsylvania Municipalities Planning Code, as amended, AND a proposed Stormwater Management Ordinance. The Public Hearing shall be held on Thursday, September 4, 2025, at 5:00 p.m. at the Hope Eternal Unite Methodist Church, 2 Burd Road, Newport, PA 17074.
The proposed Subdivision and Land Development Ordinance contains the rules, regulations, specifications and procedures to govern subdivisions and land developments. The Ordinance includes among other things, definitions; the submittal and processing of plans, the charging of fees for review, specifications for such plans; standards for design of public improvements (including sidewalks, streets, gutters, sewer and water facilities); provisions for administration of waiver or modification requests; provisions for approval of plans, whether preliminary or final, subject to reasonable conditions; provisions requiring public dedication of land for recreational purposes; specifications for the development of mobile home parks.
The proposed Stormwater Management Ordinance contains the rules, regulations, specifications and procedures governing stormwater management in Howe Township, which were previously contained in the Township Subdivision Ordinance. This Ordinance includes among other things, definitions; the standards for stormwater management, the submittal and processing of stormwater management plans, the charging of fees for review, specifications for such plans; standards for design of stormwater facilities; operation and maintenance of stormwater facilities and agreements for the same; provisions for approval of plans; prohibited discharges and connections; enforcement and penalties for violations of the ordinance.
All interested persons may appear and be heard. Interested persons may also provide written comment prior to the Public Hearing. Any written comment must be received by 1:00 p.m., Thursday, September 4, 2025, and should be directed to Nancy Cangioli, Township Secretary, Howe Township Municipal Building, 22 Cherry Road, Liverpool, Pennsylvania 17045.
Upon conclusion of the PUBLIC HEARING, the Boards of Supervisors of Howe Township shall convene to its regularly scheduled Public Meeting beginning at 5:00 p.m. at the same location to consider the adoption of the proposed Subdivision and Land Development Ordinance and the proposed Stormwater Management Ordinance.
